Iraq has greenlit construction projects for 1.5 million new housing units, with plans to scale up to 5 million units by 2030, according to Hassan Al-Khafaji, Chair of the Iraqi Parliament’s Economy and Investment Committee. The announcement was made on June 16, 2025.
Al-Khafaji noted growing interest from well-known international firms in Iraq’s housing sector, crediting recent progress to improved cooperation between parliament and the government, especially on reforms to investment legislation that enhance private sector participation.
In parallel, Iraq is taking concrete steps to stimulate domestic industry. Al-Khafaji confirmed the allocation of industrial city projects across Anbar, Karbala, Babil, Basra, and Nineveh as part of a wider strategy to promote local manufacturing and manage imports.
Describing Iraq as a secure and promising environment for investors, Al-Khafaji expressed confidence that larger international companies will increase their presence in the near future. He also revealed that further amendments to the investment law are currently under review by the Prime Minister’s office and will soon be presented to parliament for approval.
