Oman has kicked off the tender process for the first phase of Spray Boulevard—a flagship cultural and tourism development set to redefine Salalah’s Ittin highlands. With a total investment of USD 103 million (RO 40 million), the project aims to turn Dhofar’s famed monsoon charm into a year-round destination experience.
Backed by RO 10 million from the Ministry of Finance for infrastructure works, the remainder of the funding will come from private-sector partnerships—positioning the project as a key pillar of Oman Vision 2040’s regional development drive.
Named after the razadh mist that defines Salalah’s Khareef season, Spray Boulevard will create an open, dynamic space for cultural, environmental, and tourism activities. Spanning 470,000 sqm, the development will feature public markets, green spaces, performance venues, restaurants, canals, innovation hubs, and a revitalized Al-Murooj Amphitheatre.
The tender is open exclusively to Omani Grade 1 contractors in roads and infrastructure, with SMEs encouraged to participate at a reduced fee of RO 100. Tender documents are available until July 17, 2025, with bid submissions due by August 12, 2025, via Oman’s national procurement platform (etimad.tenderboard.gov.om).
Phase one will focus on enabling works—grading, internal roads, utility networks, drainage, and core infrastructure—laying the groundwork for the broader project vision.
Expected to attract around 800,000 visitors each monsoon season and another 200,000 annually, Spray Boulevard is also set to create over 1,500 jobs, particularly for young Omanis in tourism, retail, and event management.
The project recently won first place in Oman’s national Best Development Proposal competition, underlining its significance as both an economic catalyst and a cultural landmark.
